UNITED NATIONS GLOBAL SUPPLY CHAIN FORUM (UNGSCF) 

The inaugural United Nations Global Supply Chain Forum (UNGSCF) recently convened by UN Trade and Development (UNCTAD) and the Government of Barbados emphasized critical issues surrounding escalating global supply chain disruptions 

Additionally, the need for supply chain resilience, particularly in the context of India, has become increasingly apparent in light of recent global events such as the Covid-19 pandemic and geopolitical tensions. 

                              

Key Issues Highlighted at the UNGSCF: 

  • Volatility in Global Trade: The forum underscored the volatility in global trade and the urgent need to make supply chains more inclusive, sustainable, and resilient. 
  • Impact of Global Disruptions: Global disruptions, including those caused by climate change, geopolitical tensions, and the Covid-19 pandemic, were discussed, highlighting their compounded effects on global supply chains. 
  • Importance of Ports: Ports were identified as crucial for maintaining global value chains through technology and sustainable practices. The Port of Bridgetown in Barbados was presented as an exemplar for other Small Island Developing States (SIDS). 
  • Carbon Emissions in Shipping: Challenges in reducing carbon emissions in global shipping, especially for developing countries with renewable energy resources, were addressed. 
  • Initiatives for Resilient Supply Chains: The forum launched the “Manifesto for Intermodal, Low-Carbon, Efficient and Resilient Freight Transport and Logistics,” advocating for sustainable practices to keep global warming below 1.5°C. 
  • Climate Change Risks for SIDS: Small Island Developing States (SIDS) face heightened risks from climate change impacts on transport infrastructure, necessitating improvements in multimodal transport networks and customs procedures. 
  • Financial Support for Resilience: Ministers from SIDS called for international financial institutions and donor countries to fund projects promoting resilience and sustainability in their transport and logistics sectors. 
  • Technological Solutions: Blockchain-enabled traceability and advanced customs automation were highlighted as crucial for optimizing trade facilitation and enhancing transparency.

Need for Supply Chain Resilience for India: 

  • Covid-19 Realization: The Covid-19 pandemic highlighted the risks of dependence on a single nation for supplies, necessitating the diversification of supply sources to mitigate economic vulnerabilities. 
  • USA-China Trade Tensions: Trade tensions between the United States and China have underscored the need for resilient supply chains to navigate disruptions caused by geopolitical conflicts. 
  • India’s Emergence as a Supply Hub: India is increasingly being viewed as a hub for supply chains, emphasizing the importance of building robust supply chain resilience. 
  • Dependence on Chinese Imports: India’s heavy dependence on imports from China, particularly in sectors such as electronics and pharmaceuticals, highlights the need to reduce reliance on single-source imports. 

Initiatives for Improving Supply Chain Resilience in India: 

  • Diversification of Suppliers: India should reduce over-dependence on single-source imports by encouraging domestic manufacturing and diversifying import sources across multiple countries. 
  • Integration of MSMEs in GVCs: Integrating Indian Micro, Small, and Medium Enterprises (MSMEs) into Global Value Chains (GVCs) through regional innovation systems and technology adoption can enhance resilience. 
  • Increase Share of Indian Fleet: Efforts should be made to increase India’s share in global maritime trade by expanding the Indian fleet and enhancing maritime infrastructure. 
  • Boosting Domestic Production: Promoting domestic production of critical inputs, such as Active Pharmaceutical Ingredients (APIs), through initiatives like the Production Linked Incentive (PLI) scheme can reduce vulnerabilities to external disruptions. 
  • Investment in Logistics Infrastructure: Upgrading transportation networks and logistics infrastructure, including roads, railways, waterways, and ports, is essential to reduce logistics costs and enhance supply chain resilience. 
  • Strengthening Digital Integration: Promoting digitalization across the supply chain can improve transparency, visibility, and risk management, thereby enhancing resilience to disruptions.
