CURRENT AFFAIRS
1. GS 2 (INTERNATIONAL RELATIONS): REGIONAL GROUPINGS: THE HINDU: G20: The African Union (AU) is set to join the G-20 as negotiators agreed on clearing its membership, according to sources privy to the discussions at the Sherpa meeting at a resort on the outskirts of Delhi. This will mean the 55-member AU will join the European Union as the only two regional bodies in the G-20.

 

2. GS 2 (INTERNATIONAL RELATIONS): REGIONAL INITIATIVES: THE HINDU: Black Sea Grain Initiative: As world leaders gather in Delhi on Friday ahead of the G-20 Summit, United Nations Secretary-General Antonio Guterres is on a mission to revive the Black Sea Grain Initiative (BSGI or BSI), in talks on the sidelines of the summit.

The deal that facilitates export of grain from Russia and Ukraine lapsed in July. The Initiative specifically allows for commercial food and fertilizer (including ammonia) exports from three key Ukrainian ports in the Black Sea – Odesa, Chornomorsk, Yuzhny/Pivdennyi.

 

3. GS 2 (WORLD AFFAIRS): GROUPINGS: THE HINDU: India is discussing the possibility of inviting leaders of its Quad partners Australia, Japan and the U.S. to the Republic Day parade next year. The Quadrilateral Security Dialogue (QSD), commonly known as the Quad, is a strategic security dialogue between Australia, India, Japan and the United States that is maintained by talks between member countries.

The dialogue was initiated in 2007 by Japanese Prime Minister Shinzo Abe, with the support of Australian Prime Minister John Howard, Indian Prime Minister Manmohan Singh and U.S. Vice President Dick Cheney.

 

4. GS 3 (INDIAN ECONOMY): TAXATION REFORMS: THE HINDU: The Supreme Court has ordered an interim stay of a Karnataka High Court judgment which held that online “games of skill” like rummy are not taxable as “betting” or “gambling” under the Central Goods and Services (GST) Act.

The company had questioned the September 23, 2022 show cause notice issued by the Directorate of GST alleging that the company had engaged in “gambling” and evaded GST at the rate of 28% on the entire sum paid by the players for playing the game on its platform

 

5. GS 3 (CYBER FRAUDS): ECONOMY/INTERNAL SECURITY: THE HINDU: Centre to stop sites from weaving ‘dark patterns’ to mislead buyers. Draft guidelines open for public comments till October 5; they include ways to prevent and regulate ‘false urgency, basket sneaking, confirm shaming, forced action, subscription trap’; applicable to online platforms including sellers and advertisers.

The draft guidelines have defined dark patterns as “any practices or deceptive design patterns using user interface or user experience interactions on any platform”.

 

6. GS 2 (WORLD AFFAIRS): THE HINDU: France’s top administrative court on Thursday upheld a government ban on traditional over-garments (Abaya) worn by some Muslim women in schools and rejected complaints it was discriminatory and could incite hatred.
